Allow users past onboarding without storage permission granted

Description

On a fresh install, the app will not let the user through if s/he does not grant necessary permissions. I get that the medialibrary needs this to function, but:

• The permission can be revoked later on, which means you can effectively end up in that "state", which should be supported (even if discouraged) from the start.
• Let's say I'm a user who only browse network streams, the storage permission should not be required then. This use case makes it valid to allow the new user past onboarding without granting storage permission

Expected behavior

• User is allowed past onboarding without granting storage permissions.
