Not being able to play/pause audio stream

Description

As a user, I cannot play/pause audio stream from notification, but if I am in the application, I can play/pause it

It is reasonable to not have play/pause button for videos, since user is watching the video already, but for audio streams, the button should be useable. And using seekable as an extra criteria of pausable does not seems like a good approach.

Expected behavior

I can play/pause audio stream from the notification

Actual behavior

There is no play/pause button in the notification

Steps to reproduce

1. Go to the stream tab in the vlc-android app and
2. Open this URL - https://coderadio-admin.freecodecamp.org/radio/8010/radio.mp3 in vlc-android app
