Subscription: an refreshAll() API would be handy

For now, the port has to iterate on all the service, to get all the subscriptions and then refresh them all.

It would be handy to have a new API allowing the ports to refresh all the services / subscription. It should behave the same as the parsing task and send some callbacks describing the progress.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
