Hard-code ICtCp matrices

ITU-T H Series Supplement 18 contains high-precision matrices encoding the exact reverse transformation from ICtCp back to RGB that we should be using.

Not only do these differ slightly from our calculated results, but it would also be more efficient to hard-code them.
