Transition between target max luma threshold should be less noticable

I think the transition should be less noticeable. Especially with dynamic metadata or peak calculation, we can have scenes that are close to target peak. This can produce noticeable brightness fluctuations when we cross this threshold.

Also with 145 nits, enabling inverse tone mapping changes saturation significantly while I would expect (maybe wrongly) to have very similar results when brightness level is this close to each other.
