Add a frame type field to Dav1dPictureParameters

The library user may want to know if the returned frame is an intra, inter or switch frame. This can be achieved by storing the value of the frame_type field from the Frame Header in it.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
