Graphic artifacts in Chrome and Firefox - Zen 3 x RTX 3080

I started seeing artifacts on AV1 content in Chrome and Firefox like these:

Chrome AV1 video content behaves normal with HW accel on. Firefox is never able to display AVC1 content correctly. I've since learned that FF doesn't support HW accelerated AV1 decode. I'm not sure how to verify if HW decode is used, but if I play AV1 content in Chrome Task Manager shows "GPU 1 - Decode" or something similar for the Chrome process.
To add even more unexplained artifacts I'm also seeing (somewhat similar) artifacts on thumbnails. This happens in both Firefox and Chrome but also in the Steam app. rbultje said this could be av1f content and asked me to upload an example thumbnail. This issue is easy to reproduce on sites that show tons of thumbnails like reddit and Steam. When I take a screengrab with Greenshot, the screen gets redrawn apparently and the artifacts move to other thumbnails or disappear. When I open a one of these thumbnails in an extra tab to download it, it looks normal again. I'm not sure if these issues are related but they both appeared at the around the same time. While trying to understand this issue I also tried a bunch of troubleshooting and even RMA'd my GPU and PSU because I thought this was a GPU related. I also formatted everything multiple times from fresh MSDN isos. I attached my full system specs as a HWiNFO64 report file here: DESKTOP-36P3930.HTM
