Single-plane variant of CfL predictor

Per task-list: run CfL per-plane (and integrate dc_pred?) so it can be run per-plane and do nothing (in ac-terms) if sign=0;

Proposal: dc_pred, 1-plane cfl_pred and 2-plane cfl_pred compose to cover all joint signs.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
