Support disabling certain SIMD extensions in CLI

For testing and bench-marking purposes a parameter that disables SIMD extensions above a certain level (by modifying the CPU flags) in the command line interface would be very useful.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
