Network Caching for UWP not working
Summary
This bug relates to NetworkCaching option available in UWP apps. I have set the option to highest value of 60000ms both in MediaPlayer and Media objects but still the video only plays for 5 to 6 seconds and starts to stutter e ery fewseconds after that. However if I set this option through AddOption() on sither Media object or MediaPlayer then the videos stream better and there's minimal stuttering if any.
Minimal project and steps to reproduce
- Just normally set the NetworkCaching option in Media or MediaPlayer and play a network video such as from YouTube and you should be able to reprodice the behavior.
What is the current bug behavior?
Video stuttering beyond normal level.
What is the expected correct behavior?
Video should play normally without any stuttering.

- Device: Laptop
- LibVLC version and architecture 3.1.0
- LibVLCSharp version Latest Nuget
Possible fixes
I believe this issue was addressed in v3. 0.4 and should be working now but it doesn't seem to be working and maybe it's ignoring the provided values.
