      Most of the time when you wanna limit the range of possible values for
      a variable you do so my specifying both the lower and upper bound.
      As such it certainly make sense to have a var_Change specifier to set
      both, instead of doing one at a time.

      In case of memory error, the functions will abort (table macros). Even
      if it did not, callback deletion would later abort failing to find the
      callback instead. (The API could be redesigned not to require memory
      allocation if necessary.)
      In case of nonexistent variable, log an error and fail safe as before.
      This lead to deadlocks of misbehaviours as before - no changes here.

      If the callback does not exist, the program aborts anyway, so the
      error value was mostly useless, and indeed always ignored.

      The function can only fail if the named variable does not exist. The
      only case where the error was actually checked was after another check
      that the variable exists (Old RC).

      It is possible, that some minor piece of code was badly tracked, for
      some reasons (SVN, mainly) or that some small developers did not answer.
      However, as an "œuvre collective", defined as in "CPI 113-2 alinéa 3",
      and seeing "Cour. Cass. 17 Mai 1978", and seeing that the editor and
      the very vast majority of developers have agreed (> 99.99% of the code,
      > 99% of developers), we are fine here.

      The memory usage is already there anyway. However, this increases the
      code size a little, especially on 32-bits platforms.
      N.B.: helper getter functions are still 32-bits until further change.
      So are configuration items.

      InheritValue() is not thread-safe. It runs under the variable lock of
      the object creating the new variabe. But it reads variables of parent
      objects. This would require the variable lock of the parent object.
      We still need to fix var_Create() with VLC_VAR_DOINHERIT.
