When seeking the Chromecast will flush its buffering and start playing
after it has enough data. We wait until it says it's playing after a seek
to guess the playback time it's resuming to.

Otherwise we start sending data while the connection is being established and
we miss the beginning of the file.

The device buffers about 8s before starting playing so we wait until the
Chromecast starts playing to start a monotone clock in the demux filter.
