For now this contains jekyll and sphinx.

Since we now require some patches on top of vlc-3
This reverts commit 6ab17247.

Which is required for medialibrary functionnal testing

And build cmake, since the bleeding edge versions fail at cross
compilation & pkg-config

Otherwise we exhaust the available memory

So have images with libvlc API changes reflected

And bump wine to the development package

Containing a tsan enabled build of vlc master

Update to a newer ubuntu image, and update all the hard-coded versions
of stuff.

Move to debian new stable:
- move to videolan-base-buster as base image
- add missing qt5 dev packages
- buster nasm version seems to be correct (2.14)

Notes:
- extra/tools should be used because protoc does not have the correct
  version in debian buster
- contrib should be used as well (especially for medialib)

Hopefully, 8th time the charm...

The /build folder is used by the parent image and can't be deleted
afterward
