UWP: Fix d3d11 initialization on ARM in debug mode

Supposedly installing the "Graphic Tools" optional feature on Windows would download the necessary debug bits to do this operation on ARM. But it doesn't work so I'm disabling it for now https://github.com/sharpdx/SharpDX/issues/495.
