- Renamed the Sample folder
- Proper usage of IDisposables in the Windows Samples
- Fixed namespace of the App class in the WPF sample
- Updated LibVlc.Windows to 3.0.4

This a non-breaking API change. The default service discovery protocol can be inferred, simplying the end user API usage. It can still be specified in case new protocols are supported in the future.

Given that the WINDOWS constant is meaningless (Linux mono builds as
a .net framework too, and have WINDOWS set), and that .net core builds
running on windows should execute the same actions as .net fx,
I introduced a DESKTOP flag, for standard, core and framework.
