Forms.Android: Workaround the first layout change not being raised when VideoView is behind a Xamarin.Forms custom renderer on Android.

Also removed dead code in SurfaceCallback and refactored it into the VideoView

Move the MediaPlayerEventManager in LibVLCSharp since it's used by WPF in addition to Forms

- Renamed the Sample folder
- Proper usage of IDisposables in the Windows Samples
- Fixed namespace of the App class in the WPF sample
- Updated LibVlc.Windows to 3.0.4

This a non-breaking API change. The default service discovery protocol can be inferred, simplying the end user API usage. It can still be specified in case new protocols are supported in the future.
