Merge existing wiki documentation pages and update it

We should list existing wiki pages that are relevant to be updated and merged in this project.

TO NEW CONTRIBUTORS

The goal of this issue is not to blindly convert wiki pages to restructuredText.

The vast majority of the wiki pages cited here are obsolete. That means their content should be:

• at least updated,
• sometimes completely rewritten.

Your first priority is to check the validity of the old documentation, by:

• installing and testing the latest stable release of VLC
• asking questions on IRC, forum or in the gitlab issues/MR.

Description

I used the todo directive to propose a first "placement" of some of them directly in the current documentation.

Note: They are automatically gathered in the "hidden" todo page to keep track of them: https://docs.videolan.me/vlc-user/3.0/en/todo.html

For each of them, it should be helpful to:

• decide whether it is worth keeping/porting them (still useful ? non redundant ?)
• update its content
• translate it to RST format
