"Manage" a TC invocation status

Given the previous workshop discussion, there should be a way to invoke TC discussion and decision regarding a complex issue.

Adding a "AskTC" status label seems a fairly simple way to do that, but that implies a new rule in homer, where this particular label should block any status change on the MR.
